Wellingborough man served with Criminal Behaviour Order after causing 'unimaginable amount of distress'

A Wellingborough man has been served with a Criminal Behaviour Order (CBO) for harassment and breaching an existing Community Protection Notice.

Andrew Howard, of Church Street, Hargrave, near Wellingborough, was served with a three-year CBO at Luton Magistrates’ Court on Wednesday (March 11) for causing harassment to neighbouring properties on a piece of land in Airfield Road, Podington.

The 56-year-old failed to comply with a Community Protection Notice (CPN) which was issued in August 2017.

The CBO prevents Howard from causing anti-social behaviour that impacts on people, residences or businesses, acting in a threatening or intimidating matter towards others, burning any material or receiving, depositing or storing waste material in Podington, which includes keeping skips.

PC Kerry Jones, who applied for the successful order, said: “I am pleased that we have managed to secure a Criminal Behaviour Order for Howard, particularly as he was found to be completely ignoring the CPN that was served on him.

“Over the last few years, Howard has continuously caused an unimaginable amount of distress to the people who work or live in the Airfield Road area.

"He was also found guilty of dumping rubbish at the same location and setting this alight, which caused plumes of black smoke.

“We have worked with a number of our partner agencies, including Bedford Borough Council, the RSPCA and Trading Standards to ensure we got the right result and to help keep our community safe.”
