Northamptonshire’s deputy police chief ‘has no case to answer’ over misconduct allegations

Deputy Chief Constable Andy Frost has “no case to answer” following the completion of an investigation by the Independent Police Complaints Commission.

The IPCC served notice of investigation on Mr Frost last March in order to look at allegations about his alleged involvement in a Professional Standards Department investigation and whether it was appropriate.

On the same day, it also revealed it was investigating former Deputy Chief Constable Martin Jelley’s conduct in relation to the delay in the referral of Mr Frost’s alleged misconduct to the IPCC.

The IPCC found Mr Jelley, now Chief Constable of Warwickshire Police, had no case to answer in a ruling in September. At the same time they provided Northamptonshire’s Chief Constable, Simon Edens, with a report of their independent investigation of DCC Frost.

Mr Edens considered their findings and has concluded that DCC Frost has no case to answer for misconduct.

Chief Constable Simon Edens said: “Andy has had this IPCC investigation hanging over him for 11 months now and I’m delighted to confirm there was no breach of our high standards in this case.

“Andy has continued to lead from the front in ensuring this force protects our communities from harm and strives to make Northamptonshire the safest place in England.”
