A masterplan to build 35,000 homes and create more than 30,000 jobs between now and 2031 has been published.

The document outlines the big picture for the north of Northamptonshire over the period to 2031, including making provision for a minimum of 35,000 homes and 31,100 jobs and the necessary supporting infrastructure.

The strategy sets out policies to guide this development, including focusing on how places in the north of the county can be changed for the better.

The amount of growth proposed is less than in previous plans and most of the development sites already have planning permission.

The main ‘new’ proposals are for a sustainable urban extension with about 2,500 homes to the east of Rushden, and a number of strategic employment sites.

Chairman of the North Northamptonshire Joint Committee, which has drawn up the plans, Cllr Mark Pengelly said: “The new Joint Core Strategy for North Northamptonshire is the culmination of a number of years’ work and consultation.

“The committee has listened carefully to what local people have said and what each of the councils want for its area.

“This last stage of consultation will allow us to move forward to the examination stage and hopefully to adopt the new plan by the end of the year.

“This will be a very important document in securing investment into the area and ensuring that planning decisions reflect local aspirations.”

The North Northamptonshire Joint Planning Unit must seek views on whether the plan has been properly prepared and satisfies tests of ‘soundness’ set out in national policy.

These tests include requirements for the plan to provide an appropriate and deliverable strategy to meet identified development needs in the area.

Following this consultation, the committee will review responses and consider whether modifications will need to be made to the plan.

The plan will then be submitted for examination by an independent inspector during the summer.

The joint planning unit has published the Pre-Submission Joint Core Strategy for a six-week consultation which runs from today, January 26, to 5pm on Monday, March 9.

The strategy and all relevant information can be viewed on the JPU’s website and the JCS can be viewed in each district and borough council reception and in North Northamptonshire libraries.

The North Northamptonshire JCS is the strategic part of the Local Plans for Corby, East Northamptonshire, Kettering and Wellingborough.

It is prepared by the North Northamptonshire Joint Committee, made up of elected representatives from the district, borough and county councils, and provides the basis for more detailed plans prepared by the district and borough councils and by neighbourhood planning groups.
