If you are going to have the sky in your image, a basic rule is if it is a nice blue sky, or a sky with interesting clouds then have as much sky as you like - the sky could even occupy three quarters of your image.

On the other hand if it is a overcast bland sky, then try to restrict the amount of sky in your image.
