Kettering Council has said the purchase of land near the A14 at Rothwell is part of a long-term plan, a year after it was bought.
In June 2016 the authority spent £110,000 on the land, either side of Junction 3.
At the time the council had surveyors on site but did not say why it had bought the land or what its future use would be.
But now a council spokesman has said its purchase was a strategic move.
The spokesman said: “The land in question was bought as a long-term strategic land holding.
“That remains the case.”
